Williston commissioners approve telecom tower ordinance, table tire-storage rules and OK zoning change

Williston’s Board of City Commissioners on Nov. 12 approved the second reading of Ordinance No. 912, which sets terms for wireless telecommunications towers and antennas, and voted to table further action on an ordinance regulating used-tire storage.
President E. Ward Koeser said the telecommunications document had been reviewed by the city attorney and that city staff had been in contact with a company proposing a tower with three possible locations. City Auditor John Kautzman told commissioners the company and staff were comfortable with the ordinance terms. The commission voted 5-0 to approve the second reading of Ordinance No. 912.
The commission opened discussion on Ordinance No. 913, addressing used tires. Doug Lalim raised enforcement concerns, saying requiring businesses to remove tires every 10 days would be difficult to monitor and that a 25-foot setback could prevent routine storage and force tires to be displayed in front of businesses. Commissioners agreed more review was needed; MOTION by H. James Lawson, 2nd by Brad Bekkedahl, to table the ordinance and have Lalim lead the review with Lawson and attorney Peter H. Furuseth assisting carried by voice vote.
The commission also approved the second reading of Ordinance No. 914, amending Section 21(C) of the Williston Zoning Ordinance relating to the Restricted Commercial District (C-3). Furuseth said the changes incorporated revisions requested by Jarcik. Commissioners were briefed that the Parking Authority is still finalizing terms for assessing downtown property owners for parking and may return to the commission for further action.
All votes on these ordinance items were unanimous, with Lawson, Bogar, Bekkedahl, Klug and Koeser voting aye. The approval of Ordinance No. 912 and 914 are second-reading actions; additional procedural steps for final adoption may be required under city rules.
