Williston rejects refuse truck bids, orders rebid with modified specs

The city rejected multiple bids for a replacement refuse truck and authorized a rebid with specification changes and a Dec. 8, 2008 opening, after staff cited late delivery and compatibility concerns with the current fleet.
City Engineer Monte Meiers told the Board the city received multiple bids to replace a 1989 rear-loading refuse truck but that one vendor’s bid arrived late and there were concerns about mixing different manufacturers in the fleet. Meiers and other staff recommended a rebid with modified specifications to request hydraulic lifts rather than mechanical lifts.
Commissioner Brad Bekkedahl moved to reject the bids and authorize a rebid with authority to modify the specifications; the commission approved the motion unanimously (4-0) and set the bid opening for Dec. 8 at 3:00 p.m.
Commission discussion noted tradeoffs between staying with a vendor that provides existing equipment versus the risk of reduced competition. The rebid will allow staff to update specifications and return with a consolidated procurement recommendation.
