North Kansas City Council approves sign-code changes, sanitary sewer contract and posts wastewater rate notice

The North Kansas City Council on Monday approved a package of ordinances and administrative actions that city officials said will help manage upcoming events and advance infrastructure work.
Councilmembers voted unanimously to adopt an amendment to the city sign code (bill 7992), advanced the measure to second and final reading and approved it as ordinance 9789. The ordinance updates Chapter 15.44 — covering signs, billboards, awnings and street clocks — by modifying definitions and provisions for the manufacturing district, according to the text presented to council.
The council also authorized the city administrator, Mike Nichols, to grant temporary exceptions to the sign code from June 17 to July 21, 2026, to permit banners and signage welcoming FIFA/World Cup visitors. Nichols described the change as limited to banners or temporary signs “that would enhance the city and mention the World Cup,” and the motion passed by voice vote.
On infrastructure, council approved a task order with Kissick Construction for the West 15th Avenue sanitary sewer project, a scope described by staff as a separation of stormwater from sanitary flow to reduce inflow and infiltration into the sanitary system. The task order was approved by motion and voice vote.
Council also authorized staff to post notice (30 days) of a proposed industrial wastewater pretreatment surcharge increase. Anthony, a staff member who addressed the council on the item, said North Kansas City follows Kansas City’s industrial sewer pretreatment rates and that posting is the first procedural step required before raising the charge. The notice posting allows for public comment before any rate change is enacted.
In financial business, council moved bill 7993 to second and final reading and approved ordinance 9790 to authorize payment of accounts due and payable through June 12, 2026.
Finally, the council approved a motion to recess into an executive session under Missouri Revised Statute Section 610.021(2) to discuss two real-estate matters; the live stream and Channel Two broadcast were turned off after the roll call.
What happens next: staff will proceed with the tasks and notifications authorized by the council and will return to the council as required for further approvals or final rate decisions.
