City staff member Trainer told the council that because Fountain is not a CDBG entitlement city on its own, it participates in a county collaboration and that "HUD is requiring an actual amendment to the agreement because of some changes that they had in there," prompting the formal adoption of Amendment No. 3.
Trainer explained the CDBG program is a federally funded grant designed to support activities that address quality‑of‑life needs, low‑income and veteran services, ADA improvements and other eligible projects. The amendment formalizes updates HUD requested; no additional programmatic details or funding amounts were provided during the presentation.
Councilmember Shawn Verhoff moved the resolution following the presentation; the motion passed by voice vote with seven affirmative votes and no opposition. The resolution was recorded as approved as Resolution 26‑031.
