PZC receives Vessel construction update, discusses $1M open-space fund and required zoning changes

At the March 24 meeting the Avon Planning and Zoning Commission heard three items under "Other Business."
Director Hiram Peck reported two items prompting State Building Official and State Fire Marshal review on the Vessel project: a gap/groove detail where panels sit on the foundation that the State deems unacceptable, and a ceiling material/assembly in a hallway the State asked be redesigned for code compliance. Peck said a third-party engineer has been engaged and that foundation work at Avonwood Road meets code but further construction is paused until the design issues are resolved.
Chair Lisa Levin opened a discussion about the town''s open-space fund, currently at about $1 million. Levin urged commissioners to begin planning how the fund might be used and to coordinate the thinking with this year''s update to the 2016 Plan of Conservation and Development (POCD). Commissioner Christine Graesser recommended collaborating with the Land Trust, and consultant and member David Whitney noted his role with the Avon Land Trust''s acquisitions committee and invited commissioners to participate in acquisition discussions.
Peck also reminded the commission that changes to the Zoning Regulations to conform with recent State legislative changes must be adopted by July 1, 2026; the Town expects to contract the same consultant who drafted the recent zoning updates.
