Administration described the arrangement as the district acting as the Local Education Agency (LEA) of record for financial management: Highland would ‘‘house’’ Title I funds, run budget planning and accounting, and pay staff listed on the district payroll while the allocations would come from member districts feeding into Highland Christian. Administrators said the district could charge a 10% administrative fee on the allocation to cover administrative work.
Trustees sought clarification about liability and oversight. One trustee asked that, if a worker were injured while performing work paid through the Highland Christian allocation, whose workers’ compensation would apply.
