Red Clay board approves FY27 teacher pay package; multiple routine measures pass

The Red Clay Consolidated School District Board of Education voted June 17 to approve a negotiated FY27 salary scale for teachers that provides a 4% general increase, a $500 increase in the local share of salary, a $400 stipend for teachers with special education certification and a $200 longevity increase at step six.
Superintendent Dr. Green described the package as the administration’s recommendation and said the Red Clay Education Association had approved the proposal by a 97% membership vote. "This agreement provides a 4% increase plus $500 increase in the local share of salaries," Dr. Green said during the meeting.
Board members moved promptly through the evening’s action items. The board also approved donations (a $1,000 gift to Thomas McKean High School and a $3,500 gift to the Early Years program), the school-board meeting calendar for 2026–27, declaration of 3600 Mill Creek Road as surplus property under Title 14, Delaware Code §1057, and schematic design approval for Linden Hill Elementary renovations.
On the FY27 teacher salary vote, the board recorded procedural recusals and changes before announcing a final result of "five yes, two abstain; motion carries." Board members noted one recusal was entered earlier in the meeting; another member later changed a vote to abstain because of a family conflict. Action H — a separate 3% increase for administrators, substitutes and hourly staff — was approved unanimously.
The board also adopted policy 9004 (advisory committees to the board) after a multi-year committee process and approved a routine consent agenda of items not removed for separate consideration.

The board’s next procedural steps include publishing adopted policy materials and continuing committee work on implementation details for items already advanced during the 2025–26 school year.
