Police Chief David Pernice told Council on July 9 that candidate Kenneth Fye had passed civil service testing and a background check and recommended hiring him as a full‑time officer.
"The Chief recommends hiring Kenneth Fye as a full‑time officer. He passed his civil service testing and background check," the meeting record states.
The Civil Service Commission had provided a certified list showing only one person met the testing and background requirements. Councilor Steadman moved to hire Fye, but the motion received no second and therefore failed; the Council recorded that the matter will be revisited at a future meeting. Chief Pernice later asked why the motion died so he could inform the applicant.
No formal vote tally was recorded in the minutes beyond the note that the motion died for lack of a second. The Council did not take further action on police staffing at the meeting.
