Union City council approves sinkhole repairs, awards $84,774 park‑trail contract and adopts broadband resolution

Union City Borough Council voted unanimously July 23 to approve a series of infrastructure and administrative actions, including a $5,000 sinkhole repair, awarding an $84,774 contract for a park‑trail project and adopting a resolution to pursue Broadband Ready Community status.
The motions, each approved without recorded opposition, moved quickly through the agenda. Councilor Kerns moved and Councilor Steadman seconded a motion to accept Mansfield’s $5,000 quote to repair and reconnect pipe at the sinkhole in Municipal Lot #1; the borough will provide pipe and fittings at an estimated additional $5,000. The council approved the motion unanimously.
The council also awarded the Devereaux Park/French Creek Trail project to Vavala Concrete, the low bidder at $84,774; Councilor Osborn moved and Councilor Steadman seconded the award, which carried unanimously. The awarding of the contract follows bid openings and is intended to advance construction of the trail and park improvements.
Solicitor Wachter recommended a targeted update to the borough’s Right‑to‑Know Rules and Regulations to clarify how anonymous requests are handled. Councilor Osborn moved approval of the clarified language and Councilor Steadman seconded; the council approved the change unanimously.
On broadband, minutes record that a public meeting was held at 5:45 p.m. with no members of the public in attendance. The council adopted a resolution authorizing an application to the Pennsylvania Broadband Development Authority for Broadband Ready Community designation and appointed the Erie Area Council of Governments to serve as the borough’s municipal broadband champion. Councilor Kerns moved and Councilor Winkler seconded the resolution; it was approved unanimously.
Other routine items approved without recorded opposition included approval of prior minutes, acceptance of the secretary’s report and ordering unpaid bills paid.
The meeting adjourned at 6:38 p.m.; an executive session on personnel and contracts ran from 6:42 to 7:37 p.m. with no action taken.
