Planning commission members summarized the history: the existing zoning currently entitles the site for 294 single-family detached units; the applicant seeks a new planned unit development (CPUD) to preserve that maximum unit count but allow different building typologies (cottage, bungalow, attached houses, townhomes and multiunit buildings) to reduce school impacts. A council member noted the new plan “retains the number of residential units to be made, but in a smaller area because the rest of the property will be used for commercial uses and then parkland.”
Council asked whether the rezoning limits what percentage of the site may be medical or commercial; staff said there is no fixed percentage and the property is divided into three subareas with distinct allowed uses. When asked about likely sale prices or unit types, planning staff said the project is schematic and “not that far along yet” and they do not know average sell prices or final unit mix.
Councilors emphasized the city’s ongoing conversations with the school district about the load of additional housing, noting the district had been incorporated into prior projections. Staff said the rezoning and subsequent development plan phases will set the exact housing configuration and potential school impacts and that the project will next return to council for formal consideration.
