City authorizes roughly $840,000 contract to replace Windsor Park playground

Council authorized the city manager to enter a contract with Midstates Recreation for replacement playground equipment at Windsor Park after staff described public outreach and the proposed design.
City staff said they mailed postcards to 270 Windsor subdivision households, gathered 209 survey responses and conducted a public workshop to shape the proposed design. The recommended equipment package from Midstates Recreation was quoted at "approximately $840,000," while the capital improvement budget had $750,000. Staff said existing capital line flexibility should allow the project to proceed without cancelling other capital projects.
Council asked about surfacing, swing bays and funding. Staff explained the design includes a five-bay swing set (standard swings, infant/toddler swings, a basket swing and an ADA-accessible bay) and rubberized poured-in-place surfacing similar to other recent playgrounds. Construction would begin with demolition in mid-September and finish by mid-November if the contract is approved.
After no public comment during the hearing, the council adopted Resolution R31-20-24 to authorize the purchase through a cooperative purchasing agreement.
