Council adds “equality” to IDEA panel ordinance and adopts it as an emergency

Council members voted unanimously Tuesday to amend and adopt an ordinance that codifies the city’s IDEA Implementation Panel and makes it a permanent advisory board.

Councilor (Fellows) moved to add the word “equality” alongside “equity” in multiple sections of the proposed code, saying the two words ‘‘mean vastly different things’’ and should appear together; the motion was seconded and approved. Council then voted to treat Ordinance O232024 as an emergency to waive the typical waiting period so the panel could continue its summer programming. Clerk Mason read the result: “We have 7 yes votes to adopt ordinance O232024 as an emergency. Motion passes.”

The ordinance converts the IDEA Implementation Panel from a pilot/temporary body into a standing city board with multi-year terms and updated attendance and duties language. Council staff said amendments since the first reading removed a reference to a past committee report, deleted the word “policies” in one section while retaining “programs,” and rewrote absence rules to mirror standard board and commission procedures.

Supporters on council and several council members who spoke during the hearing praised the panel’s community events and outreach. One council member said the panel’s programming reached more than a third of New Albany residents in a recent survey and the panel has attracted corporate sponsorships for events.

The emergency adoption makes the changes effective immediately, allowing the panel to proceed with appointments and summer events without delay. Council also approved several appointments to the panel during the meeting.
