New Albany council advances Idea Implementation Panel ordinance after debate over policy role

Council members debated whether to let the Idea Implementation Panel recommend programs only or also assist in creating policies when they held first reading of Ordinance O‑23‑2024 on July 2.

The ordinance would convert the pilot Idea Implementation Panel into a permanent board with seven voting members and staggered three‑year terms and formally define its powers and duties related to events, neighborhood ambassadors and community connector programming. The proposed ordinance includes an exhibit that describes those powers and duties.

Multiple council members voiced concern that the proposal’s current language — which said the panel would "assist council and administration in efforts to create policies and programs that support inclusion, diversity, equity and accessibility" — could be read as delegating policy authority. Several members said they support the panel’s programmatic role but do not want advisory boards to be treated as policy‑making bodies. As one council member put it, the distinction between recommending and adopting policy must be clear.

Council indicated consensus to remove or clarify the word “policies” from the ordinance language and to tighten the exhibit so the panel’s role is limited to program implementation and recommendations to council, or to make any policy‑related work explicitly "as directed by council." Staff and sponsors said they would revise the ordinance and return for second reading and public hearing on July 16.

Why this matters: the Idea Implementation Panel has been credited with driving Juneteenth, Diwali and other community events and with supporting neighborhood outreach; council members said formalizing the panel preserves those programs while ensuring elected officials retain final policy authority.

The council did not vote on the ordinance at first reading; legal and staff edits were requested before the second reading.
