Council approved the 2024 legislative audit on April 27 after staff described findings and corrective steps. Finance staff said auditors reported a single material weakness — backlog and timeliness issues for single audits and water audits — and reportable findings that included bank reconciliations that had been behind and accounting procedure gaps at the Cemetery Commission. Staff said the water audits were brought up to date to protect state turnback funds and single audits are in final review.
The public works director briefed council on wastewater operations (treatment plant operating properly; sludge processing improved from roughly 75 to 90 gallons per minute), water-main replacements on East Van Buren, and street-pothole and gravel-road work; the director also noted a staffing vacancy at the wastewater treatment plant.
Roger Miner, director of the Carroll County Solid Waste Management District, presented an updated interlocal agreement aligning contracts across Carroll County. Miner said residential and commercial rates and pickup schedules would not change under the updated agreement. Council members raised legal questions about an exclusivity clause and asked for the city attorney to review the contract; council voted to defer approval to the next meeting and asked staff to work with the county director and the city attorney.
The council also discussed the city’s food-truck lottery and noted the process was delayed past its December schedule; staff reported six permits had been issued and several sector openings remain.
Votes and next steps Council voted to approve the 2024 legislative audit and to defer action on the Carroll County interlocal agreement pending attorney review. Staff will return the solid-waste agreement to council after legal review and any needed redline changes.
