Residents, business owners urge caution on permanent entertainment district as council approves temporary Blues Fest zone

Public comment at the April 27 Eureka Springs City Council meeting centered on a proposal for a permanent downtown entertainment district and the city’s approach to large events.
Devon Henderson, representing the Eureka Springs Chamber of Commerce, said the Chamber’s tourism subcommittee is expanding outreach before advancing a permanent district and emphasized balancing a healthy downtown with protecting the city’s character. "Our goal was to bring people together in a more collaborative way," Henderson said.
Several downtown merchants and residents urged restraint. Heather Huber, proprietor of Crystal Waters, told council she opposed implementing a permanent entertainment district along Spring Street because of safety and workplace concerns: "Daily exposure in her workplace is too much to ask," Huber said, noting staff in recovery and fragile shop inventory near sidewalks.
Other commenters urged that a permanent change be decided by voters rather than by council and raised questions about legal liability, enforcement costs, restroom access and impacts on nonparticipating businesses. Jackie Wolfin, Executive Director of Main Street Eureka Springs, said Main Street is not taking a position but "respectfully encourage[d] the council to consider placing this issue on the November ballot, allowing the residents of Eureka Springs the opportunity to vote on a change of this scale." Lex Lancaster asked for metrics and case studies comparing similar towns.
At the same meeting council approved a temporary entertainment district for the Eureka Springs Blues Fest and adopted Resolution No. 908, which the council read and approved by roll-call to establish operational standards for that event.
What happens next Council removed the permanent entertainment district item from tonight's agenda to allow additional community engagement and study. Staff were asked to publish materials online and to proceed with community outreach and legal review; several public commenters and Main Street recommended a ballot referral if the council moves toward permanence.
