Waukesha Landmarks Commission allocates grants, reports $12,359 remains in 2025 fund

The Waukesha Landmarks Commission on Aug. 6 reviewed its paint-and-repair grant program and approved several awards while noting federal contracting delays that have affected the schedule for disbursing funds.
City staff member Charlie told commissioners the 2025 paint-and-repair appropriation is expected to be $25,000, that $12,641 in awards have already been approved and that $12,359 remains available for new grants, but distributed funds cannot be sent until final federal contracts are executed. "We can allocate grant money, but it won't be able to be...given to people" until SHPO and Waukesha County compliance steps are complete, Charlie said.
On Old Business the commission approved a paint-and-repair grant of $1,200 for roof flashing and related work at 305 McCall Street (the Margaret Breeze Vincent and George Vincent House). Homeowner Caroline Coats told the commission the leak was fixed and she preferred preserving the house's original character: "I like the more solid color, but I like the fact that I didn't have to change or make anything newer," she said.
For 211 West Laughlin Avenue (roof replacement with rear-facing solar panels) staff estimated the roof work at $9,850; 15% of that estimate was cited by staff as approximately $1,000 and commissioners approved the related paint-and-repair allocation conditioned on permits and SHPO/Waukesha County approvals. For 215 West Laughlin Avenue (garage roof replacement only), commissioners approved a reduced 10% award because the structure is accessory; 10% of the $4,200 estimate equals $420 and the motion carried.
Commissioners noted that award percentages are typically 15% up to a $3,000 maximum but that staff may exercise discretion based on scope, impact and fund availability. Charlie also reported one 2024 project left $350 unspent because work had not been completed.
The commission stressed that approvals are conditional: awards require final county and State Historic Preservation Office sign-off before funds can be distributed.
