Planning Commission backs family rezoning for Sistar property over limited spot-zoning concerns

Lancaster County's Planning Commission recommended approval of RZ 2026-0977 on June 16, allowing a parcel on Lakefront Drive to be rezoned to Agricultural Residential (AR) to permit a family member to place a modular/manufactured home on a subdivided lot.
Planner Corey presented the request and said the application met Unified Development Ordinance requirements and was consistent with the comprehensive-plan objective GL 1.2; staff recommended approval. Applicant Lori (Loris) Stahle and her husband Tony said the 50-acre family tract has long been in the family and that placing a manufactured home for their daughter will allow multigenerational support as the owners age.
Neighbor Jody Honeycutt, who lives adjacent to the subject parcel, spoke in favor and told the commission she expected no detriment to the neighborhood and that the home would be insulated from the road by woods. "My property is directly adjacent to the property in question. I will be the closest neighbor ... I am 100% in support of this," Honeycutt said.
Commissioners discussed spot-zoning concerns and noted that RN and AR districts are similar rural-residential categories; staff said spot-zoning risk is low because the uses are not completely different, and commissioners confirmed that modular or manufactured homes can be placed in certain circumstances without rezoning. Commissioners also reviewed subdivision limits: a minor subdivision in that area is limited to five lots.
The vote to approve the rezoning passed with four in favor, one against, and one recusal (Chair Michelle Richards recused herself from the case). The item will be sent to County Council for final consideration.
