Smith told the council the committee had reviewed public comments and said, “I make a motion to ask the council to implement a sign for Rainier Trails Park.” The motion was seconded by council member Lefler.
Council debate focused on whether a sign without codified regulation would create legal or enforcement expectations, and on recent public complaints (an HOA letter, civic emails reporting parking issues and a public-urination complaint). The mayor summarized the practical limit on enforcement, telling the council the sign would be “encouraging you to go to Dwight Garrett to play pickleball… This should be used for tennis only,” and reminded members that the sign would not cite an ordinance or RCW.
Some council members urged a temporary sign to test whether the new, larger courts at Dwight Garrett would reduce pressure at Rainier Trails; others warned that an unenforceable restriction could inflame neighborhood tensions. The council agreed on temporary language and directed staff to prepare the sign; the motion passed by voice vote.
