Council hears first reading on expanded commercial and animal-care uses in zoning code

The council opened a public hearing and heard a staff presentation on Ordinance 28-38, a package of zoning amendments that would expand permitted uses in commercial and light-industrial districts.
Senior planner Winston Larson said the ordinance would allow arts and vocational schools, gymnasiums, health studios and comparable uses in specified business and industrial zones. He also described proposed new definitions and standards for animal shelters and animal daycare/boarding, including requirements for inside pens, setbacks from residential zoning and waste-disposal procedures intended to address compatibility concerns.
Larson told the council the planning commission reviewed the amendments and on April 23 recommended approval. No members of the public provided testimony during the hearing, and the council completed the first reading.
If adopted, the ordinance would insert new permitted-use categories and a new chapter section to regulate animal care services in order to balance business flexibility with neighborhood compatibility. Council members may return the ordinance to staff for revision or take final action in subsequent meetings.
