Town awaits INDOT permits as McDonald’s, gas station and roundabout projects advance

Town planning staff updated the council on multiple development and traffic projects that depend on INDOT reviews and outside funding.
Planning and building director Adam Zaklikowski said McDonald’s expects a roughly 90‑day build after permits, estimating a start near June 22 and a possible October 15 opening. Zaklikowski said McDonald’s has filed its INDOT right‑of‑way application; INDOT is reviewing proposed frontage widening that would add a two‑way left turn lane. The town offered an at‑risk grading permit to allow limited early work, but staff cautioned that grading only saves a few days and warned against developers getting too far ahead of state approvals.
Council also discussed a proposed gas station at Ohio Street and Broadway. Staff said the Redevelopment Commission had committed up to $300,000 toward a traffic signal at that intersection but declined to fund a roundabout. Separately, designs for a roundabout at S.R. 13 connected to the Madison Trace development are well into engineering and, if built, would be funded by the Madison Trace developer and the town via bond financing.
The town’s police chief described substantial afternoon gridlock between stoplights from about 4:30 to 5:15 p.m., asking whether INDOT could adjust signal timing. Staff advised residents to use INDOT’s official portal (INDOT4U) to route signal timing requests to the agency’s traffic division, while acknowledging the portal may feel impersonal to residents who prefer direct contact.
Staff said the proposed roundabout designs and traffic mitigation remain under review and the town will continue coordinating with INDOT and developers on timing and permit submissions.
