Council updates electrical fees, adopts code supplement, approves budget amendment and appointments

Hopkinsville City Council on June 16 approved a group of administrative and budget items.

Ordinance 16-2026 amended section 150.11 of the Hopkinsville Code to specify electrical permit and inspection requirements, define inspector oversight and recordkeeping, and set a fee schedule (temporary service, amperage tiers, mobile home, sign, commercial percentages, reinspection fees, mileage/travel caps and related notes). The ordinance references compliance with the Kentucky Building Code and KRS Chapter 227 and passed on second reading.

Ordinance 17-2026 adopted the 2026 S-18 supplement to the municipal code (codifying ordinances through Dec. 31, 2025) and passed on second reading; the supplement is on file with the City Clerk. Ordinance 18-2026 (first reading) amends employee classification and compensation rules to establish shift differentials ($4/hour for second and third shifts) and multiple stipends (cell phone, clothing, career enhancement, lateral hire, tool stipends and EMS stipends) for specified public safety and service positions; it passed first reading.

Council approved Municipal Order 26-2026 to reprogram $193,030 from a special rehabilitation fund into the Inner City Residential Enterprise Zone Legacy Hopkinsville budget: $96,515 (commercial incentives), $48,258 (housing incentives), and $48,257 (empowerment plans).

The meeting also recorded a series of appointments and reappointments effective July 1, 2026 (Human Rights Commission, Police and Fire Pension Funding Board, Solid Waste Enterprise Board, Convention & Visitors Bureau, Pennyrile Area Museum Board). Several executive orders took effect immediately; some appointments required no council action and were noted in the record.
