Marlborough selectmen restore capital items to budget and authorize BOF representation
Summary

At its April 7 meeting, the Marlborough Board of Selectmen voted to restore several capital items to the town budget and to take steps related to the upcoming budget referendum. Town Manager David Porter recommended reinstating the following items in the budget: Town Hall roof ($50,000); food bank exterior painting ($30,000); Fire House 2 work ($30,000); Public Works roof ($80,000); an F-450 or similar truck ($110,000); and $50,000 into reserve. The motion to put these items back into the budget passed 3–1.
Separately, Mr. Bratz moved that Town Manager David Porter represent the Board of Selectmen at the next Board of Finance meeting to survey voters during the referendum; that motion carried. The board also discussed updating the Fund Balance Policy; after Finance Director Tony Genovese reviewed the existing (2019) policy and recommended changes, Ms. Concodello moved to table the Fund Balance Policy item to April 21 for further comparison of current and proposed policies.
Why it matters: restoring these items changes the budget the Board of Finance and voters will review; several of the restored items are capital projects with direct cost figures listed in the minutes. The town will proceed through the Board of Finance review, public hearings (first on April 20) and a referendum on May 5.
