Authority signs pre-development agreement with 1925 Mayview Road LLC and begins developer-agreement overhaul

The Cecil Township Municipal Authority on June 16 approved signing a pre-development agreement with 1925 Mayview Road LLC and heard an update on a broader effort to rewrite developer-facing documents and procedures.

Solicitor Mr. Gannon told the board the rules and regulations committees next project is an update of the developer's agreement, the fee schedule and creation of a consolidated developer packet that will outline timelines, pre-development steps and what triggers a full developer's agreement. "Our anticipation is to have that in draft form ready for board to review at next meeting," Mr. Gannon said.

Mr. Gannon also reported on a separate item affecting Iron Ridge: the Montour Trail Company worked with Railtech to update a license agreement so it is assignable to the authority when lines are dedicated; the agreement is now assignable with written notice, but the responsible party for an annual payment remains to be clarified with the developer.

During the engineers earlier presentation, the board also discussed sewer availability for large developments such as Cool Valley and the technical need to verify whether the system and inter-authority agreements can accommodate estimated flows (transcript references in the discussion ranged roughly between 100,000 and 144,000 gallons per day). The authority flagged coordination with neighboring systems and possible upgrades to pump-station capacity as follow-ups.

The pre-development agreement was approved by roll call at the June 16 meeting; the draft developer packet and updated agreements will be circulated to the full board when ready for review.
