Cecil Township Planning Commission approves multiple land plans, tables one subdivision

The Cecil Township Planning Commission met on June 18, 2026, and approved several land-development items while tabling one application for more information. The commission voted to approve the Silo Grace Christian Land Development parking lot and the Amity Asphalt Paving Inc. site plan and advanced Silver Creek Phases 3 and 4 toward final approval; the Rank Plan of Lots No. 2 (application 2026-0014) was tabled because no representative was present and outstanding comments remain.
The commission’s approvals were conditional. The Silo Grace Christian Land Development (application 2026-0010) was approved contingent on addressing items in a Gateway Engineers comment letter dated June 16, 2026 and resolving outstanding third-party permits such as a PennDOT highway-occupancy permit, a commission member said. The Amity Asphalt application (2026-0015) was approved contingent on addressing items listed in a Gateway Engineers review letter dated June 15, 2026. The Silver Creek Phases 3 and 4 subdivision (2026-0016) was approved contingent on Gateway Engineers’ June 16 review letter and on the usual bonding for public improvements.
A motion to table application 2026-0014 (Rank Plan of Lots No. 2, revision) carried after staff reported no revised plans had been submitted and several comments remained outstanding. Staff told the commission the application can return once the applicant submits revisions.
During the meeting commissioners repeatedly referenced Gateway Engineers’ review letters (June 15–16, 2026) as the checklist for outstanding technical items, and staff noted several approvals hinge on third-party permits (for example, PennDOT HOPs) and developer agreements. The meeting record shows abstentions were noted on one approval and that several motions passed without further conditions beyond the required submittals.
The commission also recorded routine business: the Board of Supervisors recently adopted the Cecil Township Solar Ordinance No. 3-2026 (June 1, 2026), and staff confirmed the July 7 conditional-use hearing date for the Cool Valley illustrative plan would be advertised and that prior attendees would be notified.
What happens next: applicants must return with revised plans or the requested submittals and supply any third-party permits referenced by staff and Gateway Engineers. The Rank Plan application will return only after the applicant submits revised plans addressing staff comments.
