Council approves $122,232 change order for CIPP lining on Beacon and Rosa Road sewers

The Town of Middletown Town Council on June 15 approved a change order to add CIPP lining and manhole rehabilitation on Beacon Street and Rosa Road with National Water Main Cleaning, for a not-to-exceed sum of $122,232 to be funded from the sewer fund balance.
Director Bob Hanley told the council Beacon Street contains older 8-inch non-reinforced concrete pipe (installed during World War II era construction) and that staff seeks to line roughly 650 feet of pipe and epoxy-line three manholes. Rosa Road work includes approximately 400 feet of older clay pipe and epoxy lining for two manholes. The work will address areas that have caused backups and will be completed by slip-lining where possible to avoid open excavation.
Hanley and staff explained the slip-lining process and that laterals are pre-inspected and then cut back into the new liner as needed. Council approved the funding from the sewer fund balance and confirmed the fund balance will remain within policy after the change order.
