Monroeville planning commission approves Clean Express Auto Wash site plan and conditional use at William Penn Highway

Bill Moldovan of Kimley-Horn, representing Clean Express, told the commission the proposal repurposes the former Rite Aid footprint and provides two primary access points: a full‑movement shared entrance on Center Road and a right‑in/right‑out on William Penn Highway. "We are anticipating a full movement intersection," Moldovan said, adding that the required traffic study has been submitted and the applicant is awaiting comments from the municipality's engineer.
Moldovan described site circulation as two‑way with a double‑stack lane to a pay station and a conveyor tunnel. He said the design includes about 45 cars of stacking before reaching the public roadway and that the project exceeds the municipality's conditional‑use stacking requirement. "We're well in excess of the municipality's requirement when it comes to stacking for this type of development," Moldovan said.
Operations details were provided by Joe Bertucci of Clean Express, who said an employee guides each vehicle into the tunnel and a conveyor system keeps cars separated; "there is probably almost six vehicles in the tunnel" at a time while the conveyor moves cars through.
On stormwater, Moldovan said the plan calls for an underground detention facility on site and rain gardens at the entrance; PennDOT HOP and other external reviews are pending. He said sewage planning (Act 537) has been submitted to ALCOSAN and that municipal engineering comments will guide final refinements.
A motion to approve the site plan (26-1-ST) passed with verbal affirmations recorded by the commission; a subsequent motion to approve the conditional use (26-2-C) also passed. The chair reminded applicants they must appear before the municipal council at its next meetings for final consideration.
The commission recorded the approvals but did not attach conditions in the hearing transcript. Next procedural steps identified in the meeting included municipal‑engineer review of submitted studies and the applicants’ attendance at upcoming council meetings.
