Franklin County signs onto 99-year lease to help secure state grant for FRACO training site

The Franklin County Legislature authorized a 99-year lease that adds the county as a co-lessee of the FRACO Drill Area property in the Town of Westville to satisfy a state grant prerequisite requiring a government ownership interest.
County emergency services staff and FRACO secured a member item award to improve the premises and construct a training building. County officials told the Legislature a long-term lease would satisfy the State's ownership interest requirement. The lease term runs for 99 years beginning May 1, 2016, through May 1, 2115, at a one-time rental rate of $1.00.
The resolution authorizes the County Manager and the Emergency Preparedness Director/Fire Coordinator to complete grant applications and paperwork needed to receive state moneys for the improvements. Legislator Rice moved the resolution and Legislator Maroun seconded; the measure passed unanimously.
The lease and co-lessee arrangement do not themselves appropriate construction funds; they are intended to make the project eligible for state grant dollars identified by county staff.
