Franklin County authorizes social services staffing moves, contract with St. Joseph's and early advances for outpatient clinics

The Franklin County Legislature approved multiple Social Services and Public Health measures across its Sept. 1 and Sept. 15 meetings, including staffing changes, grant acceptances and contracts.
Human Resources reported the Commissioner of Social Services recommended creating two temporary Social Welfare Examiner positions for the HEAP program (Competitive Class, Grade 7) and abolishing a Data Entry Operator position if an employee on medical leave does not return; in that case a Senior Clerk (Grade 4) would be created and filled from existing funds. The Legislature approved the position changes and authorized the Commissioner to fill the Senior Clerk position as described.
The Legislature authorized the Commissioner and County Manager, upon County Attorney review, to enter an agreement with St. Joseph's Rehabilitation Center, Inc. for onsite substance use disorder treatment services not to exceed $75,000; the contractor will place a therapist at the Department of Social Services building to screen adults and heads of household and refer those unable to work because of substance use to mandated treatment. The resolution specifies funding from 100% reimbursable Flexible Funds for Family Services already included in the 2016 budget.
Separately, Public Health Services accepted a $16,000 Early Breast and Cervical Cancer Screening grant (current maximum reimbursable amount recorded as $8,000) and authorized budget appropriations; any unspent money will roll into the 2017 budget. The Legislature also authorized, upon receipt of OASAS fourth-quarter funds, a one-time early advance to St. Joseph's Addiction Treatment and Recovery Centers outpatient clinics totaling $328,796, noting that the advance represents timing of funds rather than additional state aid and does not change the county share.
