The Middleton Arts Committee voted to advance the top eight applicants (those scoring three and above) from the recent RFQ for the Pheasant Branch Trailhead Gateway Project into a new ranking round for final selection.
Sebastian, who moved the motion, noted the RFQ originally targeted the trailhead location and observed the scoring distribution included a five, a four and several threes. He asked the group whether the top two should be invited to develop proposals or whether the committee should rank a broader set of finalists. "We could just ask the five and the four, but I wanted to ask people especially about this Curious Form number five...whether you were voting for a Curious Form kind of earnestly for that trailhead spot or you were thinking Curious Form was more so for the tunnel project," he said.
Abby, speaking for city staff, reminded members that the applicants applied for the trailhead location and that the tunnel could be staffed via an invitation-only process or a separate RFQ if the committee wanted artists to apply specifically for the tunnel. She also noted the construction timeline: the project is expected to be constructed by 2027, and staff prefers installations completed before winter where feasible.
Sebastian moved that the committee take the top eight applicants (those scoring three and above) and require committee members to rank them first through eighth; Jolene would tabulate the rankings and present a final score at the July meeting. The motion passed on a voice vote; the committee agreed to collect rankings between meetings and return a final tabulation in July.
Members discussed using weighted scoring (5 points for first place, 4 for second, down to 1 for fifth) to avoid ties and to ensure consistency. The committee also discussed whether some applicants might be better fits for the tunnel and whether inviting finalists to present proposals would be feasible within the project schedule.
The committee directed staff to compile ranked lists from committee members, have Jolene tabulate final scores, and present the results at the next meeting.
