Franklin County Legislature approves contract extensions, appointment and authorizes GASB 45 valuation

In addition to several policy resolutions, the Legislature approved a two-month contract extension for Office for the Aging services, appointed Karamarie Morton to the Franklin County Industrial Development Agency Board, recognized athlete Katie Stuart, amended disability benefits exclusions, and authorized a GASB 45 actuarial valuation not to exceed $9,000.
At its March 2 meeting, the Franklin County Legislature cleared a series of routine and administrative measures.
The Human Resources Committee reported the Director of the Office for the Aging is preparing an RFP for personal care and case management services; while that process is finalized the county authorized a two-month contract extension with North Country Home Services and Caregivers for April 1, 2017 through May 31, 2017. The Legislature appointed Karamarie Morton to the Franklin County Industrial Development Agency Board to fill the unexpired term of Russ Kinyon (term to expire Dec. 31, 2017) and adopted a congratulatory resolution recognizing Katie Stuart of Tupper Lake for scoring 1,000 collegiate basketball points.
The Legislature amended Resolution No. 168 of 2012 to update the list of employees excluded from disability benefits liability to include per diems, elected officials and employees enrolled in the New York State Teamsters Council Health and Hospital HDHP with HRA benefits. The Personnel Officer was authorized to proceed with a full GASB 45 actuarial valuation for the fiscal year ending Dec. 31, 2016 at a cost not to exceed $9,000, with funds to be transferred from the Contingent Fund and any unused funds returned if the quote comes in lower.
