Franklin County urges state to increase counties' share of DMV fees

Franklin County legislators voted unanimously March 2 to urge Governor Andrew M. Cuomo and the State Legislature to approve bills S.1908 and A.3397 that would increase the portion of DMV fees retained by counties.
The resolution, offered by Legislators Sherwin, Dumas, Rice, Dabiew, Lauzon and Janisewski, says 51 of 62 New York counties operate local DMV offices that process many no-fee transactions for the state and that Franklin County currently forwards 87.3% of fees collected to the State, retaining 12.7%. The bills cited in the resolution would, if enacted, require 75% of fees for in-office transactions to be forwarded to the State and allow counties to retain 25% of those fees; the measure would also raise county retention for Enhanced Driver's Licenses from 30% to 60% and provide counties 8% of internet transaction fees.
Supporters told the Legislature the change would not increase fees for residents and would provide counties with additional revenue to continue local services; the resolution also asks that any loss to the State DMV operational budget be covered by the State General Fund. The resolution directs that a copy be forwarded to Governor Cuomo, Senator Betty Little and Assemblyman D. Billy Jones.
