Legislature adopts standard work-day rules, creates temporary treasurer posts and repays Medicaid overpayment

Franklin County legislators unanimously approved a set of administrative and personnel measures affecting county payroll reporting, temporary staffing and a prior Medicaid overpayment.

Resolution No. 151 established standard work-day reporting for elected officials; Resolution No. 152 set standard work-day hours for non-elected county positions with an extensive title-by-title table. The resolutions instruct the Clerk to report days worked to the New York State and Local Employees’ Retirement System per the timekeeping or activities records.

To prepare for a pending retirement in the Treasurer's office, the Legislature created a Temporary Deputy County Treasurer position (Management D, annual salary $62,961) effective June 19, 2017 to be abolished upon the incumbent’s retirement, and a Temporary Principal Account Clerk (Grade 10, base $38,189) to fill duties during a leave of absence (not to exceed June 18, 2018). The County Treasurer was authorized to fill both positions using existing funds.

In financial housekeeping, the Legislature authorized returning a $9,007.13 Medicaid overpayment for the Franklin County Nursing Home after the Office of Medicaid Inspector General identified the overpayment; the Treasurer was authorized to return the funds from existing accounts and budgets were amended accordingly.

All measures passed unanimously. The minutes direct the Clerk and involved department heads to carry out reporting and personnel steps; no individual personnel names (for the temporary assignments) were specified beyond the positions created.
