Franklin County authorizes up to $200,000 CDBG microenterprise application, schedules public hearing

The Franklin County Legislature on July 7 and July 21, 2016, advanced a proposal to seek Community Development Block Grant (CDBG) Microenterprise funds to support local business creation and expansion. On July 7 the legislature set a public hearing for July 21 to solicit comments on community development needs and possible 2016 CDBG microenterprise applications. On July 21 the body authorized the county’s Economic Development Director to submit an application for up to $200,000 to the New York State Office for Community Renewal.
The Economic Development & Planning Committee told the legislature that the county seeks to incentivize business creation and expansion to promote job growth and investment in priority areas such as downtowns, tourism and light industry. The resolution authorizes application submission and permits the director to provide additional required information to state reviewers.
The legislature recorded unanimous votes in favor of both the public-hearing resolution and the application-authorization resolution. The July 21 public hearing provides the formal local-comment period required under Municipal Home Rule Law Section 20 and county policy before submission of certain Community Development Block Grant applications.
The resolution authorizes an application for up to $200,000; it does not appropriate county matching funds or commit county financing. If awarded, CDBG Microenterprise funds are intended to be combined with private investment to support small-business start-ups and expansions, with the goal of creating jobs for low- and moderate-income persons. The Economic Development Director will supply any additional application materials requested by the Office for Community Renewal.
Next steps: the public hearing occurred July 21, 2016 (set at 10:00 A.M. in the Franklin County Legislature Chambers); the Economic Development Office will complete and submit the application and notify the legislature of the award status and any required follow-up actions.
