Franklin County posts Medicaid payment and accepts state Safe Harbour and DSRIP funds

Franklin County amended its 2017 budget to reflect receipt of $2,673,813 related to Medicaid days (Resolution No. 75). The County Treasurer advised the Finance Committee that the funds were based on 2013 Medicaid days for the 2015/2016 New York State fiscal year; the resolution posts $1,336,906.50 to the revenue and appropriation accounts specified in the resolution and records the remaining surplus posting.
The Legislature also authorized the Commissioner of Social Services to accept $60,000 in 100% state‑reimbursed Safe Harbour Initiative funds from the Office of Children and Family Services to strengthen local response to sexual exploitation of children, provide staff/community training and maintain a Child Advocacy Center (Resolution No. 76). The resolution allows any unexpended Safe Harbour funds to roll into the 2018 budget.
Additionally, the Director of Public Health Services reported receipt of DSRIP funds through the Adirondack Health Institute as deliverables were met; Resolution No. 99 authorized appropriation of $61,880 into public health accounts with unused funds to be rolled into 2018 and 2019 as needed.
All measures were adopted unanimously as recorded in the minutes. The resolutions direct county officials to administer the grants and track unexpended funds for roll‑over where authorized.
