Franklin County authorizes Section 5311 consolidated grant application for rural transit
Summary
The Legislature authorized the County Manager to sign a Section 5311 consolidated grant application to NYSDOT seeking $1,120,344 in capital funds for replacement buses, $270,000 in operating assistance and $500,000 for Supportive Employment Services for 2017–2018.
Franklin County authorized submission of a consolidated Section 5311 grant application to the New York State Department of Transportation to support rural public transportation service. Resolution No. 74 gives the County Manager authority, subject to County Attorney review, to sign the application and any resulting contract or amendments.
The application requests $1,120,344 for capital (replacement buses for demand, route deviation and commuter service), $270,000 for operating assistance and $500,000 for Supportive Employment Services covering 2017–2018. The resolution states Franklin County and New York State have an existing continuing agreement that authorizes project undertaking and payment of the federal share.
The authorization passed unanimously. The Legislature recorded that the County Manager will act on behalf of Franklin County to execute application and contract documents with NYSDOT if the County Attorney approves the paperwork.
