Legislature appoints conflict defender, approves assigned counsel contract and accepts sheriff insurance recovery

Franklin County legislators moved unanimously on multiple public-safety and legal-service items during June meetings.
The Legislature appointed Cynthia Salmon-Conzola to fill the unexpired term of the Conflict Defender through Dec. 31, 2017 at a salary of $53,541 (Resolution No. 141). The appointment followed the resignation of the prior Conflict Defender and was adopted without recorded dissent.
To provide indigent defense services, the Legislature authorized the County Manager, upon County Attorney review, to contract with attorney Kevin F. Nichols and his law firm to handle approximately 610 assigned-counsel cases for an annual fee of $152,500 (paid monthly through May 31, 2018). The Legislature asked the County Manager to solicit Requests for Proposals before this contract ends.
On a separate item, the Sheriff’s Department reported a two-vehicle crash involving a county vehicle; insurance will cover repairs and the Legislature amended the 2017 budget to appropriate $3,450.49 in insurance recoveries to Out of County Auto Repairs. Motions on these items were approved unanimously.
The meeting minutes record motions and instructions for the County Manager and County Attorney to execute contracts and handle procurement or solicitation processes as required.
