Franklin County Legislature approves bundle of routine resolutions, budget amendments and appointments

At its April 6 and April 20, 2017 meetings the Franklin County Legislature unanimously adopted a series of resolutions including employee recognitions, budget transfers, appointments and authorizations for grant applications and contracts. The body also rejected bridge rehabilitation bids for rebidding.
The Franklin County Legislature met in regular session in April 2017 and unanimously approved a package of routine resolutions, including employee longevity awards, several personnel actions, budget amendments and appointments.
Clerk Gloria J. Valone read correspondence from other counties and state agencies before the body took up resolutions. The Legislature adopted ceremonial recognitions — for example, congratulating Katie Stuart for reaching a 1,000‑point collegiate basketball milestone and honoring two Senior Companion volunteers — and approved multiple staffing and classification actions requested by department heads.
On administrative business the Legislature confirmed rules for intra‑budget transfers (Resolution No. 73), authorized temporary and supervisory Social Services positions to cover retirements and provisional appointments (Resolutions No. 88–89), and adopted an amended Section 125 Cafeteria Plan and related administrative payment to Primeflex (Resolution No. 83). Resolutions creating or regrading Real Property Office positions (Resolutions No. 96–97) were also adopted.
The body approved several contracts and program agreements, including an ACAP contract for a shared Cancer Services Program liaison (Resolution No. 84), a 90‑day extension with JCEO for Office for the Aging services (Resolution No. 79), and authorization to enter a cooperative salt purchase bid led by St. Lawrence County (Resolution No. 100).
Procedural votes were uniformly recorded as unanimous in the minutes: in most cases clerks’ records note that "All Members present voted in the affirmative." The Legislature also rejected all bids for rehabilitation of the CR 25 and Lane Street bridges over the Salmon River and directed the project be rebid (Resolution No. 103).
The Legislature adjourned the April 6 meeting at 12:02 P.M. and the April 20 meeting at 11:50 A.M.
