The Mt. Vernon City Council on June 16 approved waiving competitive bidding to purchase five mobile data terminals (MDTs) for squad cars from CDS Office Technologies for $29,863 and to purchase a new police vehicle from Schmidt Chevrolet for $40,000. Both purchases were described as budgeted Home Rule Sales Tax fund expenses and were approved unanimously.
City Manager Nathan McKenna introduced the request and said the quote from CDS Office Technologies was below the $30,000 budgeted amount. Police Chief Robert Brands answered council questions about the waiver: he said the vendor is available through State Bid pricing used by state and local agencies, that the pricing was lower because of that statewide contract, and that the City has used the same vendor for roughly 10–15 years without problems, which supported the staff recommendation to waive the local bidding process.
Council Member Donte Moore moved to grant permission to waive bidding for both the MDTs and the additional police vehicle; motions were seconded and approved with yeas from Gliosci, Moore, Tate and Young and the mayor absent. The City will execute purchases under the vendors’ quotes and record the expenditures against the Home Rule Sales Tax fund.
