Wymore council approves EMS medical director contract, discusses investigation and new facility plans

Wymore — The Wymore City Council on Dec. 4 approved a contract naming Dr. Jason Kruger as the 2025 medical director for Wymore EMS and spent extensive time addressing the department’s recent suspension of services and related communication concerns.
The council voted 4-0 to approve the contract between the City of Wymore, Wymore EMS and Dr. Jason Kruger after EMS Chief Shawna Argo and Council members raised questions about differences between the previously presented contract and the original agreement signed by the EMS. Argo said the medical director’s office prepared the draft contract: "the medical director’s office does." The motion to approve was made by Max Allen and seconded by Sue Sapp.
City Attorney Andy Carothers said an investigation into EMS operations that led to a temporary suspension is nearing completion and that members who had been suspended have been reinstated. Council members and community participants — including EMS members Lou Carr and Shawna Argo and resident Lisa Munstermann — criticized how the shutdown was communicated, saying the public and council were not informed in advance. When asked who made the decision to suspend services, Mayor Collin Meints said, "The decision was his."
Separately, council members voted 4-0 to proceed with studying a proposal for a standalone EMS building to house two ambulances and provide office space. The motion, made by Neil Van Boening and seconded by Sue Sapp, directs staff to explore locations, funding options and designs.
Council also asked Attorney Carothers to follow up with dispatch (Karla) to resolve problems with the 'I Am Responding' system that EMS uses for call notifications.
What’s next: Carothers will complete his investigation and report back; the city will pursue feasibility information for a new EMS facility and implement the approved medical director contract.
