Assistant City Manager Nathan McKenna presented the rezoning petition and said Planning and Zoning recommended approval by a 4–0 vote. McKenna said the property is outside city limits but within the city’s 1½-mile zoning jurisdiction; he noted that I-2 is the only zoning district that allows tow-truck companies.
Several area residents spoke in support of the Hecks. Jimmy Hayes told the council he lives on N. Campground Lane and asked the council to follow the zoning board’s recommendation, saying the Hecks are "good neighbors." Christine Hayes, Bradley Wilson and Julia Brumfield all spoke in favor and urged the council to allow the Hecks to expand their business. Charles (Charlie) Heck was present to answer questions; the minutes record that council had no questions.
Council Member Donte Moore moved to approve Ordinance #2025-03 rezoning the property; Council Member Mike Young seconded. The motion carried with Yeas: Gliosci, Moore, Young and Lewis; Absent: Botch. The council then approved Ordinance #2025-04 granting the conditional use to permit an automobile wrecking and storage yard (motion by Joe Gliosci; second by Donte Moore), with the same recorded roll call.
