Fenton board seeks clarification in proposed Broome County Humane Society contract on emergency vet care

Town Attorney Richard H. Miller, III told the board that the Broome County Humane Society (BCHS), which is assuming operation of the Broome County Dog Shelter (BCDS), had submitted a proposed contract and is not currently willing to accept a provision requiring BCHS to provide emergency veterinary care for injured stray animals brought in by Town officers.
Miller said the town's proposed language would require BCHS to provide emergency veterinary care when necessary; BCHS prefers instead that the town's dog-control officer locate a veterinarian in such situations. Board members raised concerns that requiring the town to find emergency veterinary care would be costly and discussed meeting with BCHS representatives to negotiate contract details.
Supervisor David Gunster said the Town expects continuity of dog-control services during the transition from BCDS to BCHS and that any contract should address the practicalities and costs of emergency care. No final contract was approved at the meeting; Town Attorney Miller said further discussions with BCHS would be scheduled.
