North Haledon council approves road contract, personnel appointments, vehicle and ALPR camera purchases

The Borough of North Haledon council approved a multi‑item consent agenda at its Aug. 17 meeting that covered personnel actions, procurement and finance items.
The consent agenda listed nine discrete items including appointments, rescission/appointment for a full‑time dispatcher, award of the 2022 Road Improvement Project, buy‑back of unused time, payment of bills, acceptance of the audit Corrective Action Plan, authorization to purchase two 2022 Chevy Tahoes with equipment, authorization to purchase and install four ALPR cameras, and release of a performance bond for 920 Belmont Avenue. The consent agenda was approved by motion; Council Member Donna Puglisi is recorded as abstaining on agenda item #4 (award of the 2022 Road Improvement Project to D & L Paving).
On the road contract, six bids were received. The borough recorded the three lowest bids and stated that the borough has funding only for the base bid; D & L Paving submitted the lowest base bid at $484,620.20 and was recommended for award by the Borough Engineer and found legally sufficient by the Borough Attorney. The mayor and borough clerk were authorized to execute a contract subject to receipt of a performance bond, and Chief Financial Officer Christopher Battaglia certified funds (accounts cited with amounts not to exceed $460,394.55 and $24,225.65).
Personnel actions on the consent agenda included Resolution #143‑2022 appointing Andrue Laguerre and Timothy Barkho as probationary police officers and Resolution #144‑2022 appointing Janti Janouk as a Class II Special Police Officer. Resolution #145‑2022 rescinded Resolution #119‑2022 and appointed Steven Johnson as a full‑time dispatcher retroactive to July 17, 2022.
Procurement authorizations included Resolution #150‑2022 to purchase two 2022 Chevy Tahoes (equipment) from Gentilini Motors for $53,818.84 each (total $107,637.68) under a state contract and Resolution #151‑2022 to purchase, install and maintain four ALPR cameras from Packetalk under Bergen County CO‑OP 2218 for $48,000. The council also approved payment of bills and accepted the CFO’s Corrective Action Plan required by the annual audit. The council authorized release of the performance bond for the development at 920 Belmont Avenue following a letter from the Borough Engineer stating no objection to release (request by Lucas Grunberger).
