North Haledon adopts $2.2 million bond ordinance to rehabilitate Molly Ann Pumping Station

On Aug. 31, 2021, the North Haledon Borough Council adopted Ordinance #17-2021 on second and final reading to fund the Molly Ann Pumping Station Rehabilitation Project with an appropriation of $2.2 million and authorization to issue bonds or notes for that amount.
The ordinance describes upgrades to the sanitary sewer pumping station at the Department of Public Works facilities near Willowbrook Court, including replacement of the motor control center, electrical system upgrades, a new roof, replacement of a shaft pump and valves, installation of a new gas generator and isolation valves to facilitate bypass pumping, and repair and repaving of parking areas and drive aisles. The borough estimates a useful life of 40 years for the improvements and contemplates financing through bonds or notes and possible loans or grants, including potential New Jersey Infrastructure Bank assistance.
The council moved to adopt the ordinance (motion by Council Member Pomianek, second by Council Member Puglisi) and approved it by unanimous roll-call vote. The ordinance states that proceeds may reimburse prior expenditures consistent with federal tax rules and that the ordinance will take effect 20 days after publication of final adoption notice.
No public comments were offered during the public-comment period for the ordinance, and the clerk was authorized to publish notice of adoption in accordance with the Local Bond Law.
