Abbeville council adopts FOIA request and resolutions addressing mayoral statements

Councilmember Matthew H. Gambrell moved and Councilmember John Sutherland seconded Resolution No. 5, which authorizes a request for public records by the mayor under the South Carolina Freedom of Information Act; the motion passed unanimously. Gambrell then moved Resolution No. 6, addressing public statements by the mayor concerning city staff and municipal water quality; Councilmember James Jackson seconded and the motion passed unanimously. Councilmember Christopher R. Crawford moved Resolution No. 7 directing the city manager and city attorney to take appropriate actions in response to unfounded allegations by the mayor that the resolution text says have impacted municipal operations, personnel, and public confidence; Councilmember Jackson seconded and the motion passed unanimously.
Two other resolutions on the agenda—Resolution No. 4 (clarifying the mayor’s role and designating the mayor pro tem as presiding officer) and Resolution No. 8 (addressing public statements and calling for correction and accountability)—received no motions and were not considered further during the meeting.
The council did not record any accompanying amendments or additional conditions in the meeting minutes. The items will remain on record in the council minutes; any follow-up actions would depend on implementation steps by the city manager and city attorney as directed by Resolution No. 7.
