Resident reports under-slab moisture damage; board approves template drainage easement

An Oak Run resident told the River Ridge CDD at its Oct. 22 meeting that moisture and mold under her home’s slab have caused buckling wood flooring and elevated moisture readings after heavy rainfall. The foundation specialist recommended installing perimeter drain tiles and extending downspouts 5 to 10 feet; the resident asked the CDD and the HOA to work together to find a solution.
Resident Lynda Sorensen said inspections found no plumbing or HVAC leaks and that an under-slab leak was not identified. She conveyed that rainfall increased and that ponded water behind her unit had submerged underground downspouts. "My goal is to present the issue in the hopes that the CDD and the HOA can determine the solution," she said.
District staff and engineer discussed drainage mapping and noted the area in question was originally indigenous preserve and outside the water management system until rezoning converted it to Club land. Staff reiterated that drain tiles are typically an HOA responsibility; Mr. Kurth and Mr. Krebs discussed possible approaches for moving downspouts farther from the home and installing perimeter drain tiles.
Separately, District Counsel Tony Pires presented a Proposed Grant of Easement template for drainage from the PSGRC to the RRCDD. The board approved using a template format that can be added to future agendas with a specific sketch and legal description for each instance; Mr. Krebs said he is preparing two additional drainage easements (Seaside II and a golf course area) to forward to counsel when complete.
