River Ridge CDD approves goals and performance measures to comply with HB7013
Summary
Following new state legislation, the Board approved categories and performance measures for annual reporting — Community Communication and Engagement, Infrastructure and Facilities Maintenance, and Financial Transparency and Accountability — with the initial report due Dec. 1, 2025.
District counsel and management briefed the River Ridge Board on a recently enacted state requirement (HB7013) that mandates special districts establish and report annual goals and performance measures.
Counsel Tony Pires, Cleo Adams and Chuck Adams explained the requirement and recommended the District focus on three performance categories: Community Communication and Engagement; Infrastructure and Facilities Maintenance; and Financial Transparency and Accountability. The Board approved the Goals and Objectives and the Performance Measures/Standards & Annual Reporting Form and added the initial report due on Dec. 1, 2025 to the Key Activity Dates list.
The Board instructed staff to post the report on the CDD website when completed and to incorporate the reporting task into the District’s Key Activity Dates. The action implements statutory compliance steps rather than creating an immediate program or new funding stream.
