Commission approves consent agenda, awards container contract to sole bidder and signs off on CATS FTA assurance

At its June 9 meeting the Covington County Commission approved routine business on the consent agenda, awarded the Royal Container Program contract to the incumbent bidder and approved the FY2026 Federal Transit Administration (FTA) certification assurance for the county transit (CATS) department.
Consent agenda: The commission reviewed and approved the minutes of the May 12 and May 26 regular meetings and approved accounts payable and payroll for May (packet pages 2–32). Commissioner Tommy moved to approve; Commissioner Robbie seconded; the approval passed by voice vote.
Royal Container Program: Staff described the program that places dumpsters around the county and reported about 70 container pickups since Oct. 1. Only one bid was received: 4H Recycling Management, the current provider. Staff said the bid price is on par with current costs and that the contract allows for one‑year renewals for up to two additional years. Commissioner Robbie moved to approve the container program contract; Commissioner Tommy seconded; the motion passed by voice vote.
CATS FTA certification: Miss Tammy briefed the commission on the county transit program’s annual certification assurance to the FTA, stating that driver certifications, vehicle insurance and required documentation are current. Commissioner Tommy moved to approve the FY2026 certification assurance; Commissioner Robbie seconded and the commission approved the paperwork by voice vote.
The commission directed staff to proceed with contract administration for the container program and noted that renewal provisions will be considered in future procurement reviews.
