Board certifies Bedford Well Drilling as low (responsible) bidder for landfill monitoring wells and approves change order

The Tazewell County Board of Supervisors awarded a contract and approved a construction change order affecting the county landfill during its June 27 meeting.
Mr. Dunford (Speaker 6) presented the landfill report and said two bids were received for two monitoring wells required by the county's new landfill permit. He told the board that M and W Drilling submitted a bid but failed to include required road-access work in the package, rendering that bid non-responsive. Bedford Well Drilling submitted a bid for $114,140; after removing the access work the drilling-only cost was comparable to the other bidder. Dunford said his budget estimate had been $100,000 and that Bedford's total price came in about $14,140 higher than budgeted.
"We asked in the bids for them to do the access in the roads to get to the wells as part of the package, and [M and W] did not include that in their package," Mr. Dunford said, and he recommended the board certify Bedford Well Drilling as the low responsible bidder and approve the contract award.
The board moved, seconded and approved the recommendation to declare Bedford Well Drilling the low (responsible) bidder and to award the contract.
Separately, the board approved change order number 3 to the landfill construction contract for $81,450.27 (motion, seconded, motion carries). Board members discussed earlier delays in landfill construction (rock on site, sinkhole, wet weather) and approved an interim authorization to divert waste to Pulaski County landfill if necessary to buy additional time.
Why it matters: The monitoring wells are required by the county's permit and are necessary for environmental monitoring. Awarding the contract and approving the change order moves the landfill project forward, while the change order and diversion authorization provide contingency for schedule and construction challenges.
