Planning board discusses seasonal-communities bylaws, tiny homes and GC‑3 expansion; continues 4.9 hearing

At its June 1 meeting the Town of Dennis planning board reviewed zoning bylaw clarifications and preliminary tasks tied to the town’s seasonal-communities designation and an update of the housing production plan.
Planner staff told the board they will continue a public hearing on Section 4.9 (clarifications and reorganization) and work with the zoning bylaw study committee and consultants. The select board has asked the planning board to consider two bylaws tied to the seasonal-communities designation by Nov. 17: one amending the lot-size/frontage/attainability rules for certain 10,000-square-foot lots (staff cited a 250% of AMI/approximate $240,000/year earning threshold) and a second bylaw to allow tiny homes (defined in discussion as 400 square feet or less and as primary residences) in residential districts except industrial.
The board also discussed a concept to expand the GC‑3 commercial zone into an adjacent area to allow mixed-use development and advised keeping zoning changes simple. The planning board said it will work with Barrett Planning on the housing-production plan update and will consider appointing a planning-board designee to the Zoning Bylaw Study Committee.
Members emphasized clarity on what the select board expects by Nov. 17 and noted that state model bylaws are forthcoming.
