Upland council approves first readings of 2025 budget and two bond ordinances, OKs routine payments and contract changes

At its Oct. 1 meeting the Upland Town Council unanimously approved the first reading of the 2025 budget and first readings of Ordinances 14-2024 and 15-2024 (bond-related measures), and cleared several routine payments and contract amendments including a $4,724.90 ARP payment and a Commonwealth task-order increase for SR 22 utility work.
The Upland Town Council on Oct. 1 approved the first reading of the town's 2025 budget and conducted first readings of two bond-related ordinances, taking the votes unanimously.
Councilmember Heath Slain moved to approve the first reading of the 2025 budget; Councilmember Michael Harbin seconded and the motion passed 5-0. During the associated public hearing resident Stephani Tramelli asked how revenue estimates are calculated and who controls property taxes; she was advised to contact her state senator.
The council also held first readings of Ordinance 14-2024, addressing bond proceeds appropriations, and Ordinance 15-2024, authorizing the issuance of a revenue bond. Michael Harbin moved both first-reading measures; Ordinance 14-2024 was seconded by Heath Slain and Ordinance 15-2024 was seconded by Brad Yordy. Both motions passed on 5-0 votes.
Clerk-Treasurer Mary Fletcher reported the town's fiscal audit was completed Sept. 18 and is available at the state auditor website; Fletcher presented the August APV register, allowance docket and fund report, which the council approved by a 5-0 vote. Fletcher also requested approval to pay an outstanding Commonwealth invoice of $4,724.90 from ARP funds for work on the Jefferson Street Stormwater Project; that payment was approved 5-0 on a motion by Brad Yordy and second by Michael Harbin.
Town Manager Jonathan Perez reported Commonwealth requested a task-order amendment to increase its contract to $35,519 for utility work related to the SR 22 water-main relocation; INDOT will cover the increase. The council approved that amendment 5-0 (moved by Michael Harbin, seconded by Brad Yordy). Perez also presented an agreement with Eastbrook for use of the Babe Ruth field by a junior high team; the council approved entering that agreement 5-0 (moved by Michael Harbin, seconded by Amy McCrea).
Clerk-Treasurer Fletcher announced the town's new website is scheduled to go live Oct. 10, 2024, and noted Trick-or-Treat hours for the town will be Oct. 31 from 5 to 8 p.m. The council adjourned at 8:03 p.m.; its next regular meeting is scheduled for Oct. 15, 2024 at 7:00 p.m. at Upland Town Hall.
